The Council
The Snowy Valleys Council region is located in the western foothills of the Snowy Mountains and
bordered by the Kosciuszko National Park and Murray River, covering 8,960 square kilometres.
Council provides services and support to a community of approximately 14,800 people, including
residents of Adelong, Batlow, Brungle, Jingellic, Khancoban, Rosewood, Talbingo, Tooma, Tumbarumba
and Tumut.
The Snowy Valleys has a diverse human resource base, a good climate, affordable quality housing, an
abundance of water, exceptional community services and facilities, quality physical infrastructure and a
supportive business environment.
Primary Purpose
The Chief Transition Officer (CTO) will contribute to the development of and manage the
implementation of Council’s de-amalgamation road map and de-amalgamation implementation plan,
with an overall aim to successfully create two new Council organisations.
This will involve leading the Transition Team and working closely with the Executive and Staff to align
transition efforts with ongoing ‘business as usual’ (BAU) requirements of Snowy Valleys Council
throughout the transition process.
The Chief Transition Officer will have expertise in project and change management, strategic planning,
and a comprehensive understanding of Local Government operations which will be essential in
navigating implementation challenges and ensuring a smooth transition within adopted timeframes.
Accountabilities
• Develop an organisation change initiative and associated roadmap for de-amalgamation
processes including championing Council’s adopted de-implementation management plan.
• Ensure resource allocation is aligned to achievement of outcomes under the plan and effective
monitoring of budgets to ensure that key deliverables are achieved ‘on time and on budget’.
• Effective communication of key tranches of work and change initiatives across all levels within
the organisation to foster an ‘engaged and informed’ culture within the workforce whilst ensuring
that agreed actions under the de-amalgamation implementation plan are being met.
• Effectively and meaningfully engage with Council staff at all levels of the organisation to ensure
buy in and manage change resistance.
• Continuously monitor and evaluate the effectiveness of transitional projects to identify barriers
to success and implement mitigation strategies early where required.
